libelogind0/libsystemd0 ABI compatibility

libelogind0 is binary compatible with libsystemd0 and includes the necessary
symlinks so that packages compiled with libsystemd-dev can use libelogind0
without recomplilation.

The sd-login(3), sd-bus(3) and sd-id128(3) APIs are implemented in full,
sd-daemon(3) is also implemented in full, although sd_is_mq() always returns 0
as POSIX message queues are unsupported, sd-journal(3) is only implemented by
redirecting sd_journal_print* and sd_journal_send* calls to syslog(3) with
other functions returning -ENOSYS and sd-hwdb(3) contains stubs returning
-ENOSYS.

Note that this runtime binary compatibility conflicts with satisfying the build
dependency of packages requiring libsystemd-dev. If you need to compile packages
against libsystemd-dev on a system with libelogind0 installed you will need to
use a build chroot. Suitable tools to achieve this include pbuilder(8),
cowbuilder(8) and sbuild(1).
